Favorites/Top sites button missing

There used to be a button on the Top sites page to change it to Favourites (and vice versa). This button has disappeared. In Preferences/General I have to choose between Top sites and favourites for BOTH new tabs and new windows — I can see one or the other. What happened to the ability to switch between these two views — I use them both. I also have no Bookmarks pane in Preferences. [OS X 10.11.6; Safari 10.0]

There is a work around until this problem is solved.

1. Click “View” menu in the Safari menu bar and choose “Customize Toolbar”.

2. Control click the Top Sites button in the sheet that drops down and choose “Add Top Sites”.

Click “Done” button at the bottom corner.

3. Move the mouse over to the toolbar and command click the Top Sites button.

Top Sites tab will appear.
